What is the point of listing all champions affected by balance changes? They're not as noteworthy as a rework, rarely being dramatic as that, and you run into the problem of inclusiveness. Pre-season patches, where dozens of champions / items get shifted around. Are you going to be consistent and list them all, or go with "champion balance changes"?
You listed Feral Flare balance changes (which did not significantly alter the item's functionality), but when an item like Ruby Crystal gets its cost reduced, would that change be equally worthy of being included in the summary? Certainly, it changes its role as an early item, but all total costs of build paths remained the same, and it didn't change a major aspect of the game like the release of three new lines of support items did, yeah?
The summary is for things that have a strong, visible, or otherwise significant impact on the game. Reducing some champion's ult mana cost to 100 from 150 is trivial compared to "we reworked one of the most hated champions ever, Kassadin" or "turret mechanics changed"
The only thing I do this is to fill Patch page. 4 lastest Patch hasn't been added. No one remembers it. I must do it by myself. (I cannot get helps forever.) But my vocabulary is too small to describe or remember something! I must get helps from SurrenderAt20.net, description of each Patch.
Please forgive me and identify for my poor! This wikia is where I learn English and do what I love. Thanks you about this! ^_^

Okay. Made some edits to your post. I made some grammatical fixes (not clear what you're trying to say in your parentheses). If you need any help with your English / editing advice, feel free to leave a message on my talk page.
