This Shuriman port city is currently controlled by Noxus and led by Steward Ta'Fik. The city's best-known export is Shuriman Azirite (aka blood glass), named after the current Shuriman Emperor, 
Azir.

Stewards
Stewards are the provincial rulers of Noxus. They are tasked to enforce Noxian rule in occupied territories as well as cities outside the capital.
