Salo was a
Piltovan aristocrat and a member of Piltover's ruling council.
Background
Early Life
Salo was born and raised into one of Piltover's ruling houses. At some point during his life, he would inherit his family's position on the city's ruling council.
Hexgem Incident
When the workshop of was robbed and accidentally blown up in the process, his unauthorized research into the Arcane was exposed and he was put on trial to be judged by the council. Salo moved to banish Jayce, but was able to convince him and the other councilors to expel him from the Academy and destroy his research instead.[1] However with the help of and , Jayce was able to perfect his research, which he came to call Hextech, and he was given the authority to continue working on it.[2] In time, Salo became one of the many nobles in Piltover to benefit from Jayce and Viktor's creation of the Hexgates.
After stole one of Jayce's hextech gemstones, Salo supported Mel's idea to add him to their table as a councilor. Jayce's new position made him aware of the deep corruption that occurred existed between many of the merchants who used the hexgates and he attempted to root it out by himself, causing some of the other councilors, including Salo, to plot against him. Convinced by Mel, Jayce was able to win back their favor by forging his own deals with each of them, including Salo.[3] Thanks to this, Salo was quick to support Jayce when he moved to expel Heimerdinger from the council and force the yordle into early retirement.[4]
Following Jinx's second attack on Piltover and the discovery of treasonous actions against them, the Council convened to discuss their next move. There, they learned from , a rookie Enforcer and daughter, about the all the horrible things she'd seen in the undercity and how was responsible for almost all of them. Although Jayce wanted to go into the undercity and retrieve his stolen hextech gemstone by force, the other councilors, including Salo, disagreed out of the fear of triggering a war and decided to negotiate with Silco instead.[5]
After he ventured into the undercity to take down a shimmer production factory, Jayce later informed the council that he had offered Silco Zaun's independence in exchange for the hextech gemstone and Jinx. Although Salo quickly objected to his proposal, he eventually agreed to it alongside the other councilors. However, before the councilors could finalize their decision to grant Zaun its independence, the council room was bombed by Jinx with a hextech-powered rocket.[6]
Although Salo was fortunate enough to survive the subsequent explosion, his legs were crushed by a large piece of rubble, crippling him from the waist down and preventing him from ever being able to walk again. However, despite how close Salo came to death during the bombing, it did nothing to open his eyes to the fact that the council's negligence towards the people of Zaun was the reason why the attack happened in the first place and only radicalized him into believing that there was no other way to control the underground aside from launching a military invasion and crushing anyone down there who opposed their interests. In doing so, Salo unintentionally allowed himself to be easily manipulated by , who had been looking for a pawn that she could use to escalate the war between Zaun and Piltover to suit her own agenda.

Like the stereotypical politician, Salo was a vain and self-centered individual who only cared for his own interests. He was also shown to be corrupt and out of touch with his own people, and appeared to have a disdainful view towards Zaunites.

Salo liked to be on Hoskel's good side, even if it meant bribery, but seemed to know very little about his fellow councilor, as he was unaware of Hoskel's nut allergy. Despite this, the two of them both enjoyed illegal
Noxian spirits and were willing to employ corrupt tactics to regularly smuggle the drink to Piltover for themselves.
