Heal and shield power is a champion statistic that increases the effectiveness of heals and shields. It
stacks additively.
Despite being a proper champion stat since V11.8, heal and shield power is not listed on the advanced champion statistics panel, the stat filters in the shop menu, nor the stat filters in the item set creation menu.
