You can either do something like {{fd|{{#expr:{{ccd|Twisted Fate|as_ratio}} round 3}}}} or you can simplify it using {{ap|{{ccd|Twisted Fate|as_ratio}}|round=3}}, which isn't its main purpose, but it works.

Templates are created on the link wikiname.com/wiki/Template:templatename
And are called on another page as {{templatename}}
If you change the english template name, you also have to change all occurences that used that template to the new name.
So if "templatename" becomes "templatename2" then you must change all {{templatename}} to use {{templatename2}}.
But yea. If you don't know anything about templates and stuff it might be hard doing it.
Plus, a lot of templates work around the usage of the english alphabet, i.e "if letter = english letter alphabet, then do this", and you might also need to change that.
To have everything work as you wish it to do, you would need to learn the code and translate it, and after that you would translate the pages and stuff.

Yea, you can copy stuff from this wiki without asking. But don't copy everything at once and then try to translate it, or you will be overwhelmed by the amount.
Other wiki languages have done the same. They copy pasted the english wiki stuff, tried to translate a few stuff, and then left it unfinished. Because of this a lot of non-english wiki sites have english pages on them.
If i would do this, i would copy paste one english page into word or something, translate it over there, and once i'm finished i would publish it on the non-english wiki, and i would do this for each page, one at a time.
I think everyone receive a notification, even if you reply to yourself, so it doesn't matter.

You would need to understand a bit of how templates and stuff work on the wiki. If you check the wiki you can see there're templates inside templates inside templates.
You need to copy each (and to make things easier) with the same name to your wiki to have things work the same way as they do here. You might also need to copy a few mediawiki javascript and css stuff, and for that you could jump onto the lol wiki discord on the channel #wiki-related, where there might be some people which could help you out https://discord.gg/tBtHQc6
There's no easy way, since the game is always updating, and there're a number of people updating the english one.
It would probably be hard to keep yours updated, if you're the only one editing it.
You can ask fandom support for help in starting a wiki, or how to edit an existing one.
I may only suggest, that if you intend to translate one, only do it for the ability descriptions. No notes or any additional info. After you finish those you may go for runes, summoner spells and such, but again, keep it limited to description only, else stuff becomes too complicated and you won't be able to keep up.
